Here is a very simple script demonstrating the GetCaretBlinkTime API.
"The GetCaretBlinkTime function returns the elapsed time, in milliseconds,
required to invert the caret's pixels. The user can set this value using the
Control Panel."

FF what are the possible uses?
BTW SetCaretBlinkTime can be used to change it.
However this is not done usually as caret is a shared resource and if the app crashes in betwwen then the changed blink time will persist.

Really I don't know what I would use it for but since it worked I thought
I would share it. I just tried again at C and I understand it so much better.
I have even made a non VDS DLL in C and called it with VDS. It seems a
lot easier to do that once you understand it. Hopefully I will be posting
