OK,
Disable:
WRITE,CURUSER,Software\Microsoft\Windows\CurrentVersion\Policies\System,DisableTaskMgr,1,DWORD
Enable:
WRITE,CURUSER,Software\Microsoft\Windows\CurrentVersion\Policies\System,DisableTaskMgr,1,DWORD
No need to restart !
When disabled displays:
Task Manager has been disabled by your administrator.

Depending on the system, Ctrl+Alt+Del will still bring up the 'Windows Security' Tab, that has these buttons:
Lock Computer, Log Off, Shutdown,
Change Password, Task Manager(Disabled button in your case), Cancel. _________________ -Sheep
