Sometime ago, I had made a small skin system like what you are
thinking. It even had a preview on the skin browser dialog. Actually,
that was my second skin system, the first was a bit more limited.
This is not a very hard thing to implement really. You can even allow the
user to change the placement of elements, size etc..
I think a few others here have also made their own skin systems.
