SheepCap is a small screen capture extension that should work from 95 to XP and from VDS 3 to 5.
Zip containing the 8k DLL and an example is available at:

The page above and included example explain how to use it.

Works on WinME (The crapiest and most unstable version MS has put
out to date!) with no problems or issues.
