how do you do this without using control panel or the services manager?

is there a way to do it from dos?

It is possible to stop it. I never tried disabling

Stopping is ok but i want to beable to disable a service.

You have to change the service startup procedure from "Automatic" to "Manual". If you need to know how to do this with code I am not sure but if you do a search I am sure you will find something that should work maybe Codescript has the time to extend his code for services.
