With Windows 2000/XP, DOS Sound blaster drivers dont work in dual mode (dos+win) like in Windows 9x...!!!
AUTOEXEC.BAT
CONFIG.SYS
WIN.INI
SYSTEM.INI
This files are only there for compatibility with older stuff they are basically dead files |

Essentially Win9x is a GUI shell wrapped around a dos OS. NT based systems are in themselves OS's, and cmd.exe is merely a program that runs under it...
Soundblaster support was added by popular demand to allow dos and win9x apps to run in NT based OS's.
